I've been on both sides, and it hasn't always been the same reason each time I've asked. Most of the time, I want to know if the person is leaving to advance. If the role offered lacks room to move, they may not last long. Other times, I've asked because how someone talks about a previous workplace can say a lot about character. You can be honest, employers know there are good and bad, but it's how you carry yourself when answering. ☺️

Probably depends on the interviewer but I'd think they're trying to understand why you're here applying for their job. I'd think it's best to keep it as positive as possible and show you're excited for the next step in your career.
