Probity and Procurement Officer

Greyhound Racing New South Wales (GRNSW) is a body corporate constituted by the Greyhound Racing Act 2017 charged with providing strategic direction and leadership in the development, integrity and welfare of greyhound racing in NSW.  It is the peak body of the sport and is responsible for ensuring the competitiveness and long-term commercial viability of greyhound racing for the benefit of participants, business partners and the community.

About the role

The role will coordinate GRNSW’s probity and ethical conduct framework, including related education initiatives. The role assists the General Counsel with complaints, investigations and reviews regarding corrupt or improper conduct in a fair and impartial manner. In addition, this role provides specialist advice and services on a broad range of procurement issues, including contract administration, probity, external market analysis and budget management.

Key accountabilities

  •  Develop and implement a probity and framework and related education strategies, which seeks to embed ethical conduct into all aspects of GRNSW’s business and culture; establish a probity and integrity checking regime for new and existing staff, and suppliers, to ensure employment suitability and ongoing demonstration of ethical conduct

    • Lead the development and implementation of policies, procedures, systems and performance frameworks for all procurement related activities to deliver effective and efficient outcomes; apply

    procurement governance and risk management frameworks to ensure compliance, manage risk, and improve procurement activity and performance

    • Develop and implement procurement plans, strategies and tender documents to meet business needs, enhance stakeholder engagement, and challenge and motivate providers to optimise service outcomes

    • Partner with stakeholders to develop innovative supply strategies, establish supply arrangements, lead high-level negotiations and manage contracts to deliver value for money outcomes

    • Provide specialist advice and support to the Chief Executive Officer, General Counsel and other senior managers on a range of procurement and probity issues, including procurement strategies, contract management, external market analysis, and budget management

    • Provide informed advice to managers and staff on matters dealing with ethical behaviour and good practice to build capabilities and culture 

Skills & experience

• Appropriate tertiary qualifications and/or demonstrated substantial relevant procurement experience
• Demonstrated capacity to undertake investigations and reviews into allegations of improper and/or corrupT conduct fairly and impartially

• Excellent interpersonal, communication, presentation, and supplier management skills

• Excellent research, analytical and written communication skills, including the ability to comprehend and relay complex information for various audiences

• Superior organisational skills including a demonstrated ability to manage and prioritise tasks to meet tight timeframes

• High level personal ethics, integrity, respect for others and an ability to deal professionally and effectively with a diverse range of people

• Demonstrated understanding of natural justice and/or procedural fairness principles

• High level knowledge and understanding of the role of GRNSW, including the ethical and probity issues facing the organisation
