Community Programs Officer

The role of the Community Programs Officer is to lead, support, resource, plan and facilitate the development of sport and recreation clubs, programs, partnerships, networks and opportunities consistent with the needs of the Tablelands region. The Officer will provide oversight in community Projects and will develop partnerships and funding opportunities and assist with the capacity building in community. The aim of the role is to increase participation in community programs, sport and recreation, support capacity building and resilience building in the sport and recreation industry and broader TRC community to increase opportunities for residents and groups to have equitable access to sport and recreation and program development to ensure consistency in the relationships with Council.

Position Specific Accountabilities

• Lead the development of and deliver sport and recreation planning including region wide strategies and major facility planning.

• Lead a coordinated approach to community program development and delivery to ensure whole of community engagement.

• Lead and coordinate implementation of sport and recreation planning.

• Develop and review policies in relation to Recreation and Facilities including (but not limited to):  Develop a Sport and Recreation Policy which clearly outlines Council's role in Sport and Recreation.

 Develop a Desired Standard of Service for Sport and Recreation Opportunity Provision.

•Maintain and coordinate a support program for community sport and recreation organisations including:  Coordinate the development of a club communication strategy

 Facilitate clubs access to business planning and management arrangements information

 Assists clubs with land use and facility needs and negotiations

 Assist clubs in seeking external funding for major improvements

 Facilitate sharing of resources between clubs

•Work with other Council staff, local, regional, state and federal bodies (both government and non-government) and key stakeholders to improve health and wellbeing, and active living opportunities across the region.

•Assist with the development of the sports and event tourism market by working with key clubs and groups to develop signature events.

•Facilitate access to information and awareness of programs for the range of community programs including sport and recreation opportunities across the region.

•Develop networks and partnerships with in the broader community.

•Act in an advisory capacity on Community, Sport and Recreation Occupancy matters to Council's Land Tenure Officer and other staff.

•Provide expert advice and support in relation to policy, planning and technical advice to internal and external stakeholders in relation to community program development, facility planning and management.

•Prepare complex reports, policy advice, briefings, community education resources to deliver strong community programs and outcomes.

•To coordinate and facilitate internal and external stakeholders at community meetings including developing and maintaining working groups or steering committees for relevant projects.

•Maintain an information base that facilitates effective co-ordination, promotion and distribution of community information.

•Ensure budget performance in related program areas and assist in budget planning, monitoring and reporting as it relates to sport and recreation.

•To provide information to assist in the development of Infrastructure Charges and their supporting documentation in relation to community land, facilities and recreation.

•Facilitating local participation and access to events and activities

•Establish and maintain key and meaningful community contacts
