To assist with meeting contractual and legislative obligations with our major plant and truck hire contract, Brisbane City Council has an opportunity for a proactive, customer focused and forward thinking person to join the organisation as Contract Compliance Officer. Working closely with suppliers and internal staff, you will be required to work both out in the field and in the office.  You will be responsible for ensuring all contractual obligations are met by all parties, which also includes, but not limited to, the Heavy Vehicle National Law HVNL as well as evaluating contractor performance and dealing with any issues of non-compliance on site.  


The successful applicant will be proactive, have good time management and scheduling skills and will be responsible for identifying, investigating and actioning initiatives to ensure safety, compliance and productivity aligns with all standards particularly around trucks and heavy plant and equipment.

 

Key Responsibilities:
 

  • Provide advice to suppliers and internal staff on contract management consistent with contractual and legislative requirements and work with stakeholders to address any issues.
  • Audit suppliers, their operators and equipment to ensure compliance with NHVL, CoR and Council policies, reporting all non-compliance and preparing reports to mitigate risks and rectify any non-conformances.
  • Educate internal stakeholders and third parties on all Council policies regarding compliance and implement procedures to ensure future risks are minimal.
  • Contribute to the development, implementation and maintenance of Safety Standards on site as well as internal and external safety management systems
  • Ensure record management, documentation and information is consistent with requirements.   
  • Checking and verification of onsite documents consistent with the on-site requirements and initial specifications.
  • Assist in conducting investigations with workplace incidents as well as identify and implement effective solutions to improve safety behaviours.
  • Analysis of various on hire reports to assist Council with making sound business decisions.

 

The successful candidate will have:
 

  • Demonstrated ability in undertaking on-site auditing, performance monitoring, reporting and identifying strategies to ensure compliancy. 
  • Sound verbal and written communication skills, including a keen eye for detail and good negotiation skills.
  • Ability to maintain contract management systems, records of contractor performance and provide recommendations for improvements to systems and processes where appropriate.
  • Heavy plant and machinery exposure, ideally in a hands-on environment.
  • Keen eye for detail and have good negotiation and communication skills.
  • Ability to work in an onsite team environment as well as being able to work autonomously. 

 

Desirable
 

  • Cert IV Trainer and Assessor
  • Demonstrated experience in applying the National Heavy Vehicle Legislation and Chain of Responsibility
  • Cert IV Workplace Health and Safety
