Analyst Programmer

About Us

Primary Health Networks (PHNs) were established by the Commonwealth Government in July 2015. There are three PHNs in Western Australia: Perth North, Perth South and Country WA. These 3 PHNs are managed and operated by WA Primary Health Alliance (WAPHA). We are a commissioning body for primary health services in Western Australia with a vision to improve health equity and health outcomes for all Western Australians.  Our areas of focus are:

  • Mental Health
  • Aboriginal Health
  • Population Health
  • Health workforce
  • Digital Health
  • Aged Care

The role

The purpose of this role is to provide project structure and governance to all development projects conducted internally at WAPHA and the communications strategy for users who are clients to the process. The Analyst Programmer will contribute to the design, development, implementation, deployment and maintenance of Microsoft Dynamics 365 (CRM) and associated systems, and support Power BI reporting solutions as required by project specifications.

Successful applicants must engage directly with development work whilst providing project oversight to our existing internal developer. This position will develop a structured development process and robust appropriate project documentation ensuring fantastic stakeholder engagement to guarantee product fit. Post build support will also include user support and training to internal staff via LMS module development, by-distance supervision and ongoing maintenance of platforms to enable continued innovation ensuring our various systems are utilised to their full potential.

The successful applicant will have an in-depth understanding of project management frameworks, high stakeholder engagement skills and technical development skills enabling development within a variety of platforms predominantly Microsoft Dynamics 365 (CRM) but including: SQL, MYOB, PowerApps, PowerBI and various web integration development.

About you

The successful candidate will meet the following selection criteria:

  • Bachelors/Masters degree in IT, Computer Science or related study, or equivalent experience.
  • Project management methodology certification
  • Knowledge and experience in software development lifecycle;
  • Experience with and thorough technical knowledge of the Microsoft Dynamics CRM (CRM 2016, 2015, 2013, and Dynamics 365) application environment including plug in development, workflow development, and Case Management, Security implementation;
  • Advanced development skills including: SQL, C#, .NET, JavaScript, CSS HTML, WCF Services, APIs, MS XML Web Services and XSL/XSLT and other programming languages, as necessary to enhance the functional use of the Dynamics application;
  • Advanced skills and knowledge of MS SQL Server- SSRS/SSIS;
  • Advanced skills and knowledge of developing dashboard using various Reporting Writing Tools;
  • Demonstrated high-level experience working for medium to large government or commercial organisations with software design patterns, development standards, and application frameworks;
  • Solid experience in Dynamics 365 Customer Engagement configuration development;
  • Experience in large project solutions architecture and development;
  • Strong analytical and problem-solving skills with a flair for creating innovative solutions, combined with excellent troubleshooting skills;
  • Excellent interpersonal skills and communication skills (both verbal and written.
  • To be able to work with stakeholders at all levels;
  • Good time and resource management skills, combined with high organisation skills and ability to juggle multiple tasks.

Desirable Requirements

  • Use of reporting tools, such as Power Bi, Tableau, Qlik Sense.
  • Microsoft Dynamics 365 Certification (MCSE: Business Applications);
  • Microsoft Certified Solutions Developer (MCSD: App Builder).
