DIRECTOR – CAPITAL WORKS

Mackay Regional Council is seeking a Director of Capital Works to join the senior leadership team leading its capital expenditure program.

We’re not asking you to build paradise, as we already live here. We want you to build in paradise and enjoy the tropical lifestyle whilst you do it. Your role will include:

  • Role modelling a “zero harm” mindset by ensuring a consistent approach to workforce training and development, providing access to appropriate systems and supporting activities that contribute to developing a safety conscious workforce
  • Develop and lead a high performing management team accountable for the Program Management Office, Design Services, Contract Services, Field Services and Major Projects teams, ensuring team members are clear on expectations and accountable for their delivery
  • Ensuring delivery security across the program through the development and implementation of the Capital Works Program delivery strategy
  • Ensure appropriate work program governance through the ongoing development and implementation of the Enterprise Program Management Framework
  • Developing an effective working relationship with Asset Owners to ensure alignment and consistency of strategy across directorates
  • Accountable for ensuring that all capital works are executed in consistent manner in line with commercially competitive standards for safety, quality, service delivery, cost and customer satisfaction
  • Accountable for monitoring the industry and market to optimise delivery by identifying innovative and more efficient ways to deliver councils program of work

The role is as diverse as the region we live in so you will get to build things like we have been, including libraries, pools, roads, water treatment plants, tourist centres and even whale watching lookouts. It doesn’t get much better than that. You will also get to spend over $120M per annum on capital projects as part of the strategic capital plan that you will visualise, develop and execute. In addition to reporting to the CEO you will work on special projects, such as the Priority Development Area, developed or proposed by the elected Council members to help bring the community’s ideas to fruition and help build a better place to live.

You will ideally have the following:
  • High level of written and oral communication skills, including the ability to produce and present clear and concise reports
  • Well-developed commercial skills, with a sound knowledge of the construction and infrastructure industries
  • Demonstrated leadership capabilities at the Executive level.
  • Detailed understanding of all phases of the project management process and its application to varying scopes of work
  • Detailed understanding of the different approaches to program and project management and the tools and applications capable of supporting each approach
  • Post-graduate experience in leading inter-disciplinary projects and demonstrated leadership of all aspects of multiple projects
  • Experience in project management of capital works contracts across diverse and varied scopes of work from minor works to inter-government levels projects
  • Demonstrated experience in risk assessment, design development, cost estimating, and producing technical specifications
  • Tertiary qualifications in Engineering, Business or related discipline

Salary & Benefits Package:
  • Base remuneration from $200K+
  • 12% employer superannuation contribution
  • 4 weeks annual leave
