The Northern Region (Auckland and Northland) is home to almost 4 in 10 New Zealanders, and its healthcare leaders are committed to working together to deliver innovation and change through the Northern Regional Alliance (NRA).  Following government agreement to our long term vision for healthcare transformation for the next 20 years, we are now moving into the next phase of our work, to scale up our collaboration to further develop and deliver those changes in clinical services for patients.

This is your opportunity to make a difference. We are seeking a mid-career professional with experience working in a public healthcare system environment, that goes beyond leadership in healthcare provider services to working for the wider healthcare system (such as in a commissioning, planning & funding, or senior clinical network role).

Our ideal recruit will be ready to be part of a senior leadership team in a small agile organisation, reporting directly to the chief executive. This is an opportunity to take a proactive planned approach to building your team and portfolio to respond to the requirements of the region’s health leaders, whilst delivering on annual commitments. 

Further position specific details:

Portfolio Manager - New Care Model Commissioning & Implementation
Working alongside the NRA team together with the 4 district health board population health and funding team directors and teams; your brief is to translate strategic recommendations across major sectors of care in our long term plans into comprehensive practical population need based service changes. 

Focussing initially on Elective Pathways, your work will enable the region to reshape health spend towards prevention and early intervention, whilst establishing efficient and high quality networked delivery across traditional primary and secondary care boundaries. 

With at least 5 years prior experience working in a commissioning / planning and funding environment – your commissioning plans for public and private providers will include both new service choices for the whole population and services designed by, and reflective of, the needs of specific populations particularly the Māori and Pacific communities. Your background of experiences in commissioning and service improvement will need to be broad ranged and preferably cover multiple sectors of care (e.g. Elective Care, Emergency Care, Tertiary Care, Primary Care, Community Services, Mental Health, Long Term Conditions and Aged Care).  

This experience will enable you to provide clear definition of new service models that in turn inform workforce, facility and technology requirements and plans, and enable the region to monitor and track the realisation of important clinical and service outcomes for patients.

Outcomes will drive you and a prerequisite for success will be your demonstrable ability in outcomes measurement that have provided tangible impact in health systems performance.

You will follow through changes, establishing effective collaborative planning and funding approaches with DHB partners to ensure services deliver to performance standards of access, equity, quality and health gain, and continue to improve and develop. 

You will have hands-on experience of reviewing existing services, understanding population health needs, and securing clinical support for new evidence-based models of healthcare delivery, translating requirements into clear specifications, and cost-benefit assessed implementation plans.

Fundamentally, your prior experience and deep understanding of demand planning and capacity forecasting mixed with a full comprehension of elective performance and waiting list management will result in the outcomes the long term health plan seeks to deliver and its impact on our health system dynamics.

The NRA will be scaling up and partnering with clinicians and stakeholders in our Northern Region, focussing on the use of clinically driven evidence to shape and influence our future.
