National Data Governance Manager

About Us

WA Primary Health Alliance is the peak planning and commissioning body for primary health care services in WA, with an annual turnover exceeding $100 million.

We oversee the strategic commissioning functions of WA's three Primary Health Networks: Perth North, Perth South and Country WA.

The organisation's primary objective is to improve health outcomes and patient experiences through the commissioning of appropriate services where they are most needed. Our place-based approach ensures we engage meaningfully with local health professionals, service providers and communities to help us achieve our aim of improving access to primary care treatment and support services. 

The role

The Australian Government has committed $10 million to develop a single storage and analysis solution built to the highest standards of security and enabling individualised Primary Health Network (PHN) data storage and custodianship. The National Data Storage and Analytics Solution (NDSAS) is expected to be implemented by all 31 PHNs across Australia.

The NDSAS will be hosted by the WA Primary Health Alliance (WAPHA) as the Lead PHN for the solution; however it is a national initiative, and is being planned and delivered under national governance.

The role of the National Data Governance Manager is to achieve an elevated capability and a high standard of data governance (DG) across the entire collective. The primary purpose of the role is to develop, implement and manage the NDSAS data governance framework, including management of DG risk, audit and applicable legislative compliance registers to support the effective and efficient operation of NDSAS.

Responsibilities and duties include but are not limited to:

  • Implementing, maintaining and advancing the national Data Governance Framework for the NDSAS platform by chairing and or being a key member of the national data governance committee;
  • Overseeing the implementation of data governance tools on the NDSAS platform to automate as many data governance processes as possible;
  • Developing, reviewing, and approving data governance training material;
  • Ensuring that the NDGC operates within its charter (including acting or allocating the ongoing chair);
  • Leading data governance initiatives across the national data community of practice and key working groups (as required);
  • Establishing and maintaining an engagement model across the PHNs for data governance;

This is a full time role based in our Rivervale office. 

About you

The successful candidate will meet the following selection criteria:

  • Demonstrated experience in data governance, data management, data privacy and data security;
  • Good knowledge of Australian privacy legislation and information security policies;
  • Good knowledge of and experience in measuring and managing compliance;
  • Good knowledge of and experience in policy and process development and management;
  • Demonstrated strong project management and organisational skills, including monitoring and reporting on project plans, milestones and deliverables;
  • Ability to handle multiple tasks, with proven self-initiative and problem solving abilities;
  • Proven track record of quality performance in highly pressured environments;
  • Good presentation and communication skills both written and verbal;
  • Strong interpersonal skills with experience of working in an agile team; environment where working collaboratively, effectively and efficiently is critical to success;
  • Tertiary qualification in information management, business administration, law or other related disciplines is preferable.
