Seeking a Contract and Procurement Officer

The Role:

Looking for a Contract and Procurement Officer to oversee the contract options including:

• Preparation of procurement documentation;

• Facilitation and formation of a new contract arrangements.

The service will review the

a. Previous procurement documentation such as Statement of Requirements and any internal briefs and information;

b. Contract delivery documentation such as progress payment claims, key performance indicators and contract meeting minutes;

c. Contract review outcomes which is a recent lesson learnt report,

With the intent of providing recommendations for a new procurement process.

2. Liaise with key stakeholders in the development on a new procurement process.

3. Research what other jurisdictions are undertaking in order to brief the team and other ACT Government Executives on the new procurement

4. Prepare briefs, procurement documentation and other technical reports required by the ACT Government to oversee the processes.


Requirements:
Appreciation and understanding of the requirements
Respondents must provide and describe the following:

  • Demonstrated understanding of the key goals and objects and how they can be best achieved within the parameters of the requirements;
  • Key projects tasks and methodology for achieving them;
  • Key project risks and proposed methodology to manage the risks; and
  • Preliminary program schedule highlighting critical activities, key project tasks, project milestones and completion dates and the proposed methodology for completing within the contract period

Past Performance
Respondents must provide and describe relevant experience, skills and past performance in the last five (5) years including:

  • Project scope, value, date and duration;
  • Contact details of referees (provide at least two referees);
  • Relevance of the projects to the Territory’s requirement;
  • Timely completion and performance against project programme; and
Technical, Managerial Skills to complete the project
Respondents must provide and describe the following:
  • Qualifications: Civil engineer, diploma of project management
  • Project Experience – tender scoping and technical specification requirements, contract management, superintendence
  • 5 examples of previous projects including civil construction of pavements in excess of $5M
  • 5 Project referees
  • Per day rate (contractor to specify inclusions)
  • CV
  • Professional / technical capability of key personnel to meet the requirements of this project, including details of relevant qualifications and experience;
  • Statement on the availability, percentage of time to be allocated on the project and details of other commitments of all key personnel
Location and Contract Term:

The role is based in Canberra, start date ASAP 6 - 12 Months Contract
