Job description:

We are currently seeking a Procurement Officer for work on our Level Crossing Removal Project (LXRP), in the Western Program Alliance.


This large-scale project will benefit train users, pedestrians, cyclists and drivers by improving safety, reducing congestion and enabling more frequent train services.



About the role:

Supporting our Sourcing Specialist, in this role you will be responsible for the operation of a purchasing system for clients within all divisions, to provide timely delivery of an extensive range of goods, services and capital contracts, maintaining system records to support and improve service delivery, in accordance with MTM Policies and Procedures.

This role is a full time, 3 year fixed term role, and will be primarily based in Footscray with travel to Cranbourne.


Accountabilities:

• Assist Estimators with costs and lead times for materials for pre project commencement budget.
• Receive material requests from Project team.
• Review material requests requirement for compliance and confirm any non-compliances with Project Team (specification, schedule, budget etc.).
• Research existing supply base and explore potential supply opportunities (market analysis).
• Liaise with Procurement Planning Officer to identify and take advantage of quantity and volume aggregation opportunities across the business.
• Issue Requests for Quotation (RFQs) to relevant suppliers.
• Respond to queries from suppliers regarding RFQs in collaboration with Project Team.
• Review RFQ responses and ensure compliance (specification, lead time, cost, Procurement policy etc.).
• Complete benchmarking exercise with RFQ responses (historical purchases in Mincom Ellipse, quantity & volume considerations, current market prices etc.).
• Negotiate lead time, cost etc. with supplier to secure optimal total cost of ownership (TCO) and resolve any non-conformances.
• Ensure purchase requisitions comply with Procurement policy.
• Assist Project Officer to raise sub-contractor recommendation forms for Project Team sign off.
• Adherence to all statutory, legislative standards and all policies and procedures.
• Create purchase orders in Mincom Ellipse system and issue to relevant suppliers.
• Assist in the implementation of contracts.
• Undertake day to day materials management and tracking within the supply chain.
• Proactively manage suppliers to meet the Project delivery requirements.
• Ensure materials are delivered within Project schedules.
• Attend procurement update meetings with Project Teams as required.
• Provide relevant reporting on purchasing issues, material availability status and supplier performance.
• Assist Cost Controller with forecasting by ensuring procurement reports are up to date and amend reports accordingly.
• Review and compare total cost of ownership (TCO) in order to achieve savings targets.
• Assist Cost Controller with invoice queries relating to procured materials.
• Assist Project Officer to organise user acceptance testing of goods, follow up outstanding conformance certificate documentation & outstanding warranty certificate documentation.


Desired qualifications, skills and experience:

• Formal studies in Procurement / Purchasing practices are desirable.
• Experience in multi-disciplinary teams
• Demonstrated purchasing experience
• Knowledge of MTM's procurement policies and procedures
• Experience with computer based purchasing and financial systems
• Ability to analyse data and write and present reports, undertake and complete complex tasks
• Demonstrate a high degree of ingenuity and initiative
• Thorough knowledge of computer based supply systems, particularly SAP Ariba.
• Ability to interpret customer specifications and requirements.
