HR Business Partner

Cross River Rail is a new 10.2 kilometre rail line running from Dutton Park to Bowen Hills, which includes 5.9 kilometres of twin tunnels under the Brisbane River and CBD.

It will deliver four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street and upgrades to Dutton Park and Exhibition stations.

Cross River Rail will unlock the bottleneck at the core of the South East Queensland rail network, allowing more trains to run more often and integrating with new roads and bus services to enable a turn-up-and-go transport system for the whole region.

It is a critical public transport infrastructure project which will improve our quality of life, help our economy keep growing, generate thousands of jobs, and activate urban development.  

The role will focus on partnering with project delivery leads by providing guidance and support to the team and employees on employment issues, development, performance management, workforce engagement, workforce planning, culture and the execution of HR Policies and Procedures

Key responsibilities:

  • Business partners with internal stakeholders to deliver HR initiatives including employee engagement that drive improved project outcomes that can be demonstrated through improved KPI’s and/or metrics.
  • Maintains knowledge of employment legislation, Awards and policies and procedures.
  • Design, develop and deliver a range of HR functions, initiatives and activities
  • Develop, negotiate and maintain relationships to work in partnership with internal and external stakeholders and partners to deliver HR functions and services.
  • Provide timely and accurate HR advice, solutions and/or options to Executive and Senior Managers and employees to deliver HR outcomes, mitigate risks and resolve HR matters in accordance with applicable legislation, directives, frameworks, policies and procedures.
  • Provides direction to internal stakeholder on all performance management matters up to and including termination ensuring that all delivery Authority and statutory obligations are met.
  • Conducts investigations using best practice approach, makes findings and recommendations to the decision maker for implementation.
  • Records employee relations (ER) matters in the case management log and manages the ER analytics.
  • Provides guidance and training to internal stakeholders on EEO matters including but not limited to bullying, discrimination and harassment, conducting investigations and making recommendations.
  • Develops positions descriptions and completes job evaluations, making recommendation to internal stakeholders on remuneration level and classification,
  • Support organisational planning and succession planning leveraging talent reviews and initiatives
  • Prepare briefing notes, policies and procedures, reports and HR documentation

The successful candidate will be able to demonstrate the following key competencies:

  • Demonstrated ability to provide high quality and timely advice whist ensuring legislative requirements, policy and procedures are met. Demonstrated high-level experience in establishing, managing and enhancing a range of HR operational and strategic and Organisational Development (OD) frameworks and processes.
  • Demonstrated high level of expertise in undertaking a breadth of HR and OD activities, as supported by relevant qualification or equivalent professional experience.
  • Demonstrated ability to interpret, apply and provide advice on complex legislation and policy including knowledge and ability to flexibly apply Queensland Government human resource policies, agreements, directives and frameworks.
  • Demonstrated ability to build and maintain productive working relationships with internal and external stakeholders required for successful execution of the role, effectively communicating the position of the agency.
  • Demonstrated success in the management and delivery of multiple activities either individually or as a member of a team to manage conflicting priorities to deliver outputs and outcomes within a fast-paced project environment with tight deadlines.
  • Strong written and verbal communication skills, including the ability to influence and motivate executive and senior managers.
  • Relevant tertiary qualification would be desirable but not mandatory
