About the Role

The Australian Government has committed $10 million to develop a single storage and analysis solution built to the highest standards of security and enabling individualised Primary Health Network (PHN) data storage and custodianship. The Primary Health Insights Program is expected to be used by 29 PHNs across Australia.

Primary Health Insights will be hosted on Microsoft Azure by WA Primary Health Alliance as the Lead PHN for the solution. However, it is a national initiative, planned and delivered under national governance, which will continue into operation in late 2020.

We require a skilled Data & Analytics Architect to work with the cohort of participating PHNs in the Primary Health Insights program, to support data ingestion pipelines across a broad range of data sources and datasets, analytics, automation and governance; as well as to contribute to the ongoing development of the system.

Responsibilities and duties include but are not limited to:

  • Triage requests for data analysis and related support by PHN users, especially in respect of ingestion and maintenance of national data sets used on the platform;
  • Support the technical investigation of complex data and information from a range of sources (including Commonwealth, health service, operational performance, morbidity and population data systems) and identify solutions and opportunities for their use and improvement;
  • Manage and ensure maintenance of the as-built data architecture specification;
  • Support the development of standardised reports and advice that can be used by multiple PHNs;
  • Provide advice for improvement of the integrity of Primary Health Insights and PHNs data collections;
  • Evaluate and provide regular feedback to the Product Owner on the usefulness of initiatives and activities, providing forecasts or recommendations for improvements; 
  • Participate on behalf of Primary Health Insights and the Lead PHN at data and analytics forums, developing good will between internal and external data partners for a smooth exchange of data for mutually beneficial purposes;
  • Support technical liaison and collaboration with PHNs, the Department of Health and other agencies for data requests / exchange and collection;
  • Provide technical expertise in relation to Azure-based data services and management, analytic tools, and BI/Reporting;
  • Support data pipelines within the Azure environment in accordance with PHN requirements;
  • Provide advice and support on technical solutions’ adherence with the formal data governance and privacy requirements as expressed in the program National Data Governance Framework and its related Manual.

 

 

About You

The successful candidate will meet the following selection criteria:

  • Tertiary degree in computer science, or mathematical or statistical sciences;
  • Prior experience in a data engineering role, with an interest in big data, cloud and Agile principles;
  • Analytics experience using cloud-based services;
  • Completion of or certification towards known education paths within Microsoft online training (e.g. Microsoft Azure Fundamentals, Azure Well Architected Framework);
  • Considerable experience in data preparation, analysis and interpretation in a complex organisational environment;
  • Knowledge and application of R, Python, ADS GoFast, .Net, and C#, as well as SQL and data structures such as XML, JSON;
  • Excellent time management skills including the ability to plan and prioritise to meet deadlines;
  • Flexibility and demonstrated ability to work effectively in both a multi-disciplinary team environment and independently;
  • Understanding of project, quality or system improvement methodologies (desirable).
